What is fluency?

As someone fluent in four languages, I often find myself questioning what that fluency really amounts to—and whether I am justified in calling it fluency at all.

The more I reflect on my own experience, the more convinced I become that fluency is never an entirely private achievement. It is ultimately decided by the perceptions of others.
